Common Sense Compromise
Solution Suggestions to Resolve DHS Funding Dispute
1. NO masks.
2. All ICE/Border Patrol Agents to stay out of churches and schools without exception.
3. Take Border Patrol Agents out of the inner cities and send them back to patrol the borders if needed there.
4. If they are to be retained within the inner cities, then along with mandatory periodic Firearms Qualifications, all ICE and Border Patrol Agents should incorporate mandatory deescalation tactics training with their annual CPE (Continuing Professional Education).
5. Future shootings by ICE or Border Patrol Agents should require mandatory DOJ Civil Rights investigations of the agents who did the shootings.
6. Deployment of ICE and Border Patrol Agents only to those states and municipalities where both the Governor and Mayor welcome them.
7. No military or National Guard deployments should be implemented without the Governor’s approval.
Note: The author is a retired Supervisory Special Agent of the IRS Criminal Investigation with over three decades of federal law enforcement management experience.

Martin J. Sheil is a retired supervisory agent for IRS Criminal Investigation with 30 years experience, including service as coordinator of the Organized Crime Drug Enforcement Task Force (OCDETF) for the Gulf Coast Region, Branch Chief for the North Texas District (Dallas), Special Agent in Charge for the South Texas District (San Antonio) and as Director of IRS CI Asset Forfeiture in Washington, D.C. Sheil supervised the largest most successful undercover money laundering operation ever conducted against organized prostitution called Operation Outcall.
After retirement from the IRS, he was hired as a contractor by Deloitte to work a contract between Deloitte and OCDETF — Organized Crime Drug Enforcement Task Forces — which led to Sheil being embedded in DEA offices in Chicago with the one-line mission objective to follow Cartel money wherever it took him for the purposes of seizing and forfeiting to the Feds as much drug money as possible.
