We kick off a new season of our Sunday Speakeasy gatherings with two events this month; the first is this Sunday, with Dr. Elena Davlikanova on the subject of Russia’s sub-threshold aggression against the West. And later in the month, we bring back Ukrainian historian Dr. Tetiana Boriak, to continue our lessons on the Holodomor and Russia’s attempts to deface history. The Everywhere War Tracker is an “interactive database documenting military provocations, sabotage acts, cyberattacks, and other hybrid operations targeting European nations since 2022, based on verified open-source intelligence. It tracks Russia’s ‘everywhere war’ – a dispersed campaign of sub-threshold warfare whose growing footprint can no longer be ignored. Each incident, taken in isolation, forms part of a wider strategy of the Russian Federation that steadily erodes security across the entire continent.”

Dr. Elena Davlikanova is an expert in democratic governance, security policy, and strategic foresight, with a focus on domestic developments in Ukraine and Russia.
She currently serves as an Associate Senior Fellow at the Sahaidachny Security Center and a Senior Fellow at the Center for European Policy Analysis (CEPA). In addition, she is the Program Manager for the Friedrich Ebert Foundation in Ukraine. Dr. Davlikanova co-authored CEPA report Containing Russia, Securing Europe, and facilitated strategic foresight projects including Scenarios: Ukraine 2032 and Scenarios: Russia 2032. In 2022, she led the group of experts to compile a book “100 Stories of Women and Girls from Russia’s War against Ukraine” and “Understanding Ukraine: The Battle of Narratives.”
Her extensive analytical work explores the socio-political and security challenges facing Ukraine amid Russian aggression, providing evidence-based insights to policymakers and international audiences. She has also published analytical pieces with the Atlantic Council, Jamestown Foundation, The Moscow Times and other editions.
