Might it be useful to flesh that out a bit, embed a bit more context? eg "a propaganda war" or "a proxy war"? Admittedly, we are living in a post-truth world but back here on Earth One words and context remain important to me. Offered with respect.

Russia is always at war with the West and I no longer make that distinction — a propaganda war is still war — it was a mistake to minimize it
