It sounds plausible to me, but I've also read that Nixon set up The Plumbers because a Kremlin-loyal triple agent at the FBI's NYC field office by the name of Aleksei Kulak (J. Edgar Hoover's shielded-from-CIA FEDORA) told him that the Kremlin had a complete copy of the Pentagon Papers (it didn't), and that was why they broke into the offices of the DNC and Daniel Ellsberg's psychiatrist.
